Firing at the side of a vehicle
In the rules description for direct fire, it says:

"When firing on a target from the side (defined as the firer's location behind a line drawn perpendicular to the front of the target) or rear, it's armor drops one level on the Direct Fire Combat Chart".

There doesn't seem to be any difference on either the Western or Warsaw Pact in dropping a level. Every line for a certain category weapon has the same to hit value.

The Direct Fire vs Vehicles To-Hit Roll Modifiers chart says there is a -1 to die roll modifier for a Side Target Facing.

Which is accurate?

You would do both.

The to-hit number wouldn't change as it is a function of the distance to target, however the side facing presents more of a target to your gun, thus the -1 to the to-hit roll. Additionally, the drop in armor type reflects the weaker side or rear armor of the target.

A hit to the rear would not give you the -1 to the to-hit roll, but it would still drop the armor type down by one level.
